Well mystic attack is level 1 and it have low range.
You can't get turtle close to you if you don't max it.
One more, lvl cap will be 38 soo most of that skills you won't use and plus if they change some things.... Well it is OK build for old DBO.

Master Champion passive need to be max, for energy def and for EP.
SK is bad with EP lol

Most of people max mystic attack but it is good to have KD too since SK can tank most of attacks.
