Not the biggest fun of cartoon and anime  really . But i did watch some anime .
Tho i believe he is exaggerating  a bit in the video . In my opinion its all about entertainment and tastes .

Well obv many animes like to show huge boobs etc then i guess all the blood is a no-no for a kids-show.

A lot of popular anime is absolutely for kids. People who feel insecure about the things they like will often try to "justify" the fact they like it by claiming it isn't. Shounen anime in particular (this includes One Piece, Dragon Ball Fairy Tail, Naruto, Bleach, Attack on Titan, and everything that ever aired on old weekday Toonami and wasn't for girls) is targeted primarily at young boys. The same goes for shoujo series, like Sailor Moon, except that's for girls. But here's the thing -- adults in Japan still buy series meant for children because, like a Disney movie, they can still be enjoyed by older audiences. There's no shame in liking a series like One Piece, even if it is for children, because that doesn't necessarily make it juvenile.

As a side note, the presence of things like blood and nudity is present in a lot of anime not because it's for adults, but because they have different standards in Japan about what's appropriate for children. They don't have the overwhelming taboos on that type of content. Modern anime tends to lack a lot of the more explicit stuff to begin with.

Consequently, not all American animation is for children, either. Animated sitcoms and comedies, like Family Guy and South Park, are definitely not made for children, even if they watch it anyway. All of the animated programs on the late-night Adult Swim block (barring some anime that has aired during it) are not kids' cartoons. Neither are things like the HBO Spawn cartoon or a number of the direct-to-DVD films based on DC's superheroes. (early ones kind of were, but things like the recent Batman ones and that Spectre short aren't something I'd show a young kid) There's just a perception in the west that animated = kid friendly. Blame Disney and Warner Bros. for that I guess.

Japan doesn't inherently view cartoons as being a form of entertainment for children. That's why you have a greater number of adult-oriented series in Japan, including, yes, pornography. That doesn't make every animated series from Japan for adults. Some of it is quite juvenile. I mean, I'd have to imagine a lot of you remember Hamtaro. That's anime, but would you ever argue it's for adults?

Just enjoy your silly Chinese cartoons without worrying about whether or not they're for kids. That doesn't affect your ability to enjoy them.

I think there are some moments  that it doesnt meant for kids ..but not the whole anime.. And besides these moment wont ruin some kid's life and childhood xD i think its for all ages...

I find cartoons being quite repetitive and so many grow out of them, however anime is aimed at kids also, when a person can understand a plot properly they will turn to anime and not a cartoon. There is also an exception with Family Guy and The Cleveland Show and so on, they are so cheesy and could never get old.

Well that's how I see it anyway :P

I would agree with Bardock on this one .

Well to be honest . Most anime AND cartoon are targeted towards kids . But end up getting the teen's/adult's attention .  Such as Little Ponnie . Dragon Ball  was actually targeted towards teenagers . But in the end it ended up having fans of both  Teens and Adults   and maybe even kids . In the end its just like sonkagu said . It all comes down to tastes

Actually DB is not for kids either...It doesn't matter if kids watch it, but its level of blood, violence and "Roshiness" xD make it a "Not for kids" anime. DB Kai is something completely different though.

I think it's primarily a difference in culture.
In the US, the majority of animation is aimed at children (obviously not all of it).

Some of it is aimed at families, or people of any age (I wouldn't exactly call the 90s era Batman cartoon a children's show, but neither would I say it was something that wasn't marketed at them at the same time). After all, it occasionally had blood, and had lots of violence. Really, it was more violent than the censored version of Dragon Ball they showed on TV.
There's also stuff like the Simpsons, which is considered quite clearly to be a family show.
Then there's stuff like Archer. Is that really something you'd associate with children?

As for anime, it really depends.
As someone mentioned before, stuff like Hamtaro is definitely aimed at children.
I would classify Dragon Ball as a family series (by Japanese standards). Yes, it had the occasional bit of nudity an innuendo, and when Z started airing, it was more brutal in terms of violence, but it was rarely, if ever, in excess.

It's made even more harrowing by shows like Gundam Wing, which aired right next to Dragon Ball Z for a lengthy amount of time, and was frequently shown uncensored.
Characters were outright killed off (and no excuses were made like DBZ's "another dimension" edit), the entire series focused on a war of succession, and it was heavy with politics. That last one in particular isn't something a kid is generally gonna be interested in.

That being said, even children's cartoons can be enjoyed by people of any age. Show me a person who doesn't laugh at Daffy Duck getting shot in the face, and I'll show you an obvious liar.

IMO, Americans used anime (cartoons for them) to make kids happy, their excessive singing, recurring lessons and crappy plots all made shows for the average 3-14 year olds. However, Japan (and environs) used anime to create great movies ect. while removing the boundries of reality. They used anime to tap into their most sexual, action filled, and even epic fantasies and display them for the public.

Examples of how Americans edit cartoons are shown in: Pokemon, Dragon Ball and other "Great" animes.
Pokemon 1st season had several more jokes and a better-ish plot, but changed through the regions as it catered for american audiance. Same for DB. Dragon Ball to me seemed very adult like: Guns, excessive use of bulma's fanny and of course the perversion of oolong and roshi.

At the end what we call "anime" is catered for adults while "cartoons" are catered for more kids.

Yeah I'm sure it's been stated: There are certainly culture differences when it comes to anime. American companies have been known to change certain parts of anime including dubbing/subbing and scenes themselves. Whether or not anime is for kids depends on really the amount of 'explicit' content or themes allowed on the show. Like Kiyza said, Japan's standards are different than out own so maybe in their perspective anime is certainly for kids.

On the other hand here in America, anime is not for kids and we have to censor alot of crap for it to become 'acceptable'.

Then again, even cartoons made here can arguably be 'inappropriate' as well. Just look at spongebob! When you're a kid, you don't really see all the sexual references but take a look back on it now and your eyes will be opened!

Apparently, they felt the need to edit every single instance of onscreen text. Apparently, 4Kids! believes that westerners can't read or something.

Case in point:
