I think it's just rumors. People talking about Goku "looking evil" using Shunkan-Ido is ridiculous. Goku makes that face countless times.
Wasn't the wish to Shenron about wishing someone back?

How would an "evil" Goku even make sense? They're talking about an evil Goku copy, but that suggests that he would be born from Goku's evil heart... which as we know, Goku doesn't have.
Shenron certainly couldn't just make one. One would think that would go far beyond his power.

Until a source like Kanzenshuu confirms it, I find it unlikely.
