Even if you did get the game you might have a hard time playing it considering it's...well in Japanese. lolNow if you can understand the language then you already crossed one stepping stone.
Nope. Unlike every previous Nintendo handheld system, you need a Japanese 3DS.There's supposed to be a way to alter it so it'll play Japanese games, but I don't know what it is, how to do it, or if there's any chance it'll botch up your system.
There are DS's for each region, you will have to buy a japan 3DS in order to play those games because they are not compatible with your regions version. There are no ways to alter it, even if there was it would cost money...

I believe I read that originally, they were going to have an option to create a character in Dragon Ball Z Battle of Z, but they scrapped the idea that would have been cool I think. In regards to Dragon Ball Heroes. Well Japan has been a bit stingy as of late in regards to Dragon Ball, with Dragon Ball Online only being in the Oriental regions, course we are getting a brief theatrical release of Dragon Ball Z Battle of Gods, so maybe there is hope. We might see Dragon Ball Heroes get a global release. *Crosses Fingers*
