Ok so, I'm thinking of trying to get the Japanese Dragon Ball Heroes for 3DS. But I am not certain if a Japanese exclusive 3DS game will be  compatible with an American 3DS, please let me know.

Nope. Unlike every previous Nintendo handheld system, you need a Japanese 3DS.
There's supposed to be a way to alter it so it'll play Japanese games, but I don't know what it is, how to do it, or if there's any chance it'll botch up your system.

There is always homebrew for the 3DS, but you do that at your own expense.

Ha, reminds me of trying to play games like Goku Hishouden and Legend of the Super-Saiyajin in Japanese.

No, there's a way to jailbreak them from what I've read.
But it's probably risky, and you'd be better off just getting a Japanese DS.

I'm not sure if there's a free way but you could always just buy a 3DS R4 card (make sure it's the 3DS one) for about £20 ($33.69) and then put the game onto the R4 card from the link Dumke sent or from many other websites like cool roms or something.

I had DB: Heroes Ultimate Mission on my 3DS Europe Region. Is only compatible if you have Gateway 3DS Flash Card.

It's possible. Unlikely but possible.

But more likely, they're gonna pour more resources into localizing Xenoverse.

Most likely, they won't release Heroes outside of Japan until either the arcade game stops being updated (thus allowing for the final DS release).
Even then, it might not happen because I don't think any of the card-based DBZ games have done well outside of Japan. Most people I don't think ever heard of Legendary Super-Warriors on the GBC, the western made Collectible Card Game on the GBA was a joke, and Harukanaru Densetsu was like a really bad version of the card-based games on the NES and Legend of the Super-Saiyajin on the SNES, to the point where it made no sense.

Still, it'd be nice if the game saw international release.

Dragonball Heroes won't be getting a global release simply for the fact that it's an Arcade game. Arcade games are still a big hit in Japan, but not so much anywhere else. As such, it wouldn't do as well outside of Japan. As for the 3DS games, they are merely meant to advertise the Arcade game so we won't be seeing those be released either.
