Just remembered that this thread exists and that I was supposed to respond to it a while ago. The overwhelming majority of the "characters" in this thread are more like concepts and plot devices, and a few mecha to round things out. Out of the ones that actually are characters, a good chunk (looking at Tenchi and Jean Grey especially) probably wouldn't pass a Mary Sue test if given one, for a variety of reason, or appear for so little time (like Whis) that they're ultimately one-dimensional. Other than maybe Sailor Galaxy (who I'm not sure about), I think the only good "character" in this thread so far is Beerus, which is kind of pitiful, since he's from the same series.

There are a lot of anime characters that outclass Goku by a country mile. Just including stuff off the top of my head...

Spoiler for Anime Characters:

• A good number of characters from JoJo's Bizarre Adventure, due to the stupidly powerful things that Stands can do.
  
• A number of characters from naughtyword!! tend to be reality-warping nutcases.
  
• A lot of characters from Saint Seiya in general, particularly the antagonists and the Gold Saints.
  
• If I'm not mistaken, at least one or two characters from Puella Magi Madoka Magica, though I'll admit I'm not personally familiar with it.
  
• Some of the supporting cast of Tenchi Muyo! are much more interesting characters than Tenchi himself and tend to be powerful in turn.
  
• Because the joke isn't old yet, One Punch Man.

And now a few from miscellaneous works of fiction:

• Q, from Star Trek: The Next Generation. His characterization can be ever so slightly inconsistent, but he's pretty well fleshed out and, in terms of power, the Q are incorporeal reality-warpers.
  
• More or less everyone in the Vertigo-published Sandman, including the spin-off Lucifer. Most of them are abstract embodiments of concepts (like Death and Delirium) or divine beings like the Archangel Michael, so it's pretty well justified
  
• A surprising number of Transformers. Shaving off the series' two gods (because even if their alt-mods are round, they're flat characters) still leaves you with characters like Vector Prime, an old 'bot about 9 billion years older than you who manipulates time and has taken attacks that destroy galaxies. The series in general is pretty absurd, though.
• A large number of characters from comics published by both Marvel and DC. To highlight a few:
• At least half of the standard roster of the Justice League of America. Barring Superman so as to not start an argument, it still leaves you with the Flash, the Green Lantern, and the Martian Manhunter, all of whom are boasting powers substantially greater.
• Their predecessors, the Justice Society of America, have some absurd power creep, probably due to being around for about 75 years. Basically, JSA member fall into three categories: people without powers, Hawkman, and people who make the JLA combined look pitiful. OG Flash and Green Lantern, Doctor Fate, Johnny Thunder, and the Spectre put together are a team more suited to fighting elder gods (which, by the way, they have done) than punching Nazis. Murrika was never in better hands.
• But hey, since I mentioned Nazis, even though it doesn't quite fit with the "they have to be characters" theme I have going here, I should mention that JSA's arch-nemesis could have definitely taken Goku. Who was this man you ask? Adolf Hitler. No, I'm not joking. He wielded the Spear of Destiny, an unholy artifact that not only had reality-warping powers, but acted as Kryptonite to the major magic users on the team in particular. And that, my friends, is why the JSA didn't win the war before we even joined the allies on Earth-2.
  
• And on that note, in addition to the magic-users on the JSA, the majority of DC's stronger characters tend to be magical themselves. Be it 5D imps like Mr. Mxy, nature spirits like Swamp Thing, or even Bible fanfiction characters like and some origins for the Phantom Stranger and Eclipso, they tend to be pretty broken in general.
• Most characters worth their salt on the cosmic side of Marvel count by default. Of particular note, any Herald of Galactus, most antagonists (Thanos, Annihilus, arguably Ronan), any cosmic being, (though only Galactus makes the cut as a character. Maybe the In-Betweener and Eternity, but I'd say they're 2-dimensional) and a few odd men out like Quasar, Nova, and Gladiator would probably be up to the task.
• The handful of magical characters in Marvel operate more or less on the same level as DC, but they're distinguished by not really being notable. Doctor Strange, Dormammu, and I believe Satan Mephisto (I'm not 100% sure if he's magic or a straight-up reality-warper) would all tear him a new one.

That's just what I can think of off the top of my head, and I excluded a lot of stuff from Marvel/DC in particular because shared universes that have been around for well over 70 years are subject to a lot of power creep. These days, if we don't save the universe (or multiverse), it's just not worth the readers' money. It's also only really things I'm a fan of or have close friends that are, so my knowledge is limited. Most of the anime I watch is pretty mundane and most of the comics I read tend to fall into varying degrees of surrealism and absurdism.

bills is the strongest character so far in dragon ball , however whis is also strong as we see in the end of the movie whiss knock down bills in one hit  In my opinion I think whiss is the strongest character he is not that reckless like bills and he is so calm when he saw goku god mode.
