Think he just wants the porunga (the buff dragon) dragon to appear if you use the dragon shrine on the namek starter map or maybe if you are namek and summon the dragon, porunga shows up instead of shenron

He wants Porguna instead of Shenron at the Namek shrine. That is a GREAT idea. However, it could not be done because we dont have the models and i dont think anyone on our team can actually create the model.

So, it could not happen.

i dont see how this could work as porunga grants 3 wishes so no one would ever go to shenron ever again it would mess up the system quite a bit

Well it's more a cosmetic suggestion than a functional one so i guess this could maybe changed later if people would like to have it.
First priority is to make the game work

In general it's not a bad idea I think.
Changing Porunga to one wish instead of 3 is not in conflict with the series, since Dende was able to change the way that wishes work for Shenrong too.
The only issue I see is that Porunga and Shenrong had different DBs, so it would be a bit weird to summon 2 different dragons from the same DBs, but hey DBO wasn't following the conditions of the series always too.
So there's room for creativity I guess, but of course it must be also possible for the team to realize.
