granted it will b subject to change as classes get more balanced/changed up a bit.

I say sacrifice some spirit rod toss for spiritual damage boost(buff) if you want the most damage out of your attacks

I guess I haven't decided. im very tempted to go pvp. but im a big fan of SM in pvp.
Lets go with PVE

Though I gotta say turtles are not just about the build.
You've got a lot of options how to react in certain situations, so you need to try a few things and come up with your favourite playing style.
Here is a build for the basic skills that are really necessary in my opinion. The remaining points are up to the way you like to play.

And some notes about the build:

Kamehameha is just a filler, but it's still a decent skill to use. Good power, quick CD, and only a 1 sec charge. Same with Scatter Shot, though it's an AOE which is important for PvE.

Attack Shackle is actually a blessing in disguise for PvE as you can combine it with another classes' skill (forgot which one) to prevent bosses from attacking completely. Even without the combined debuff you still hinder the bosses' attack speed making them less likely to attack.

I didn't put Sleep in because, in my opinion, it's useless in PvE. You have an AOE stun for starters and most (if not all) bosses are immune to sleep. The two second cast time is also a major letdown.

I see some skill that a turtle does not need that much for example:
-kame-3/8? makes not much damage
-dex buff: a turtle need a lot of FOC
-scatter shot goes for pve set to maximum, it is a very efficient aoe skill

Gunna assume
I see some skill that a turtle does not need that much for example:
-kame-3/8? makes not much damage
-dex buff: a turtle need a lot of FOC
-scatter shot goes for pve set to maximum, it is a very efficient aoe skill
kame @3/8 was for kd.

Could be possible, although i think 2/8 is enough to get kd. Anyway putting Turtle Rod Hurl on 2/5 for KD would be better then, because it has no cast time.

If you are using KD with super kame, then you couldn't get a crit.
So having another for kd isn't a waste of sp in my opinion, but I'd still go for the Turtle Rod Hurl instead.

Besides at level 70 cap you could have wasted a few sp. I was always having like 5 sp that i didn't knew what to do with, so i tried a few things, resetted them when I had the chance and tried other skills. It didn't do any harm to the strength of my char

Sure but why not leaving both chances for a crit there?

Here a little example(Charge RP is meant during the the sleep debuff is active):

...Sleep, Charge RP, KD with Scattershot, Super Kame , KD with Turtle Rod Hurl, Giant Kame,...

this looks better to me than:

...Sleep, Charge RP, KD with Super Kame, Giant Kame, KD with scattershot...

Besides against SKs you could use 3x KDs instead of 2x which is more useful than trying a crit on them, because of their high anticrit.
If it happens that you use a lot of CD the Turtle Rod Hurl KD can be also spammed, providing you have enough RP of course
