    The Switch is definitively a console. Sure, you can take it around and stuff, but considering it's size, it won't be as easy to play on the go as the trailers suggest. Since the general member art threads (not the individual ones) seem to be completely unused by anyone these days, and given that I feel if I'm gonna necropost, it may as well be on my own thread, I'm gonna follow suit with some of the other people on forums, and open my own thread... despite me seeming to remember that I said I wouldn't do such a thing (also because I'm a pain in the ass).

I actually just use the ol' pencil and paper, then scan it.
0.5mm lead and regular printer paper works fine for it, although it's possible 0.3 lead would be even better (haven't tested it).
I used a combination of Photoshop and Paint on this image (resizing and coloring it in Photoshop, while cleaning it up and laying the outline for the shading in Paint... obviously not in the order).

If you want to post art of your own, then it doesn't matter if it's Dragon Ball or not.

You'd have to buy Photoshop. However, there's several alternatives you can look into that are free.

A good example is Gimp, which is free, and while it's not quite as expansive as Photoshop, it's a good alternative.

SSJ hair is pretty easy. That older hairdo in it's normal form always is a pain in the butt, though that might be my own fault.

It's when they aren't all pointy and whatnot they're difficult to draw.
It's not drawing it that's hard. It's designing it. SSJ has its own set of "rules" that need to be followed when applying the shape to go with the base hair. Even in the end design that me and my friend TheDevilsCorpse got to it wasn't perfect. As he described it it was a "more exaggerated version of Sauske's hair."
