Until It's cool the way you said but I disagree on some points.For example, a turtle for PVE should use:Necklace: 7% + atack Property _Earrings: Properties, if already at lv 70 cap recommend 8+ prop.Rings: Pair of CCBD or kraken: Con, Focus or Soul. (with the pair to get the combo of 8 property if CC and 13 if the kraken)Full Set con_ or LP % jacket and pants and boot Con.Weapons: gloves % of critical wand and also as you mentioned. ;D
Nice comment, I was getting to the basics only. as for the armour many did the two ways we describe full con, some use jacket foc, pants foc, boots con ;D THX

There are many variations of builds, it just need a player that know how to use it.
you want to have a varieties of gear sets as if you'r going to tank, speed, damage, etc turtle are the most expensive when it comes to gearing. If i am not mistaken you can NOT use Spiritual damage bost and Spiritual damage breakthrough at same time. I mean sd breakthrough will remove sd bost.So its waste of SP
One question i have is: why do people spend points on the dexterity Passive buff? I don't think its useful.

*Sleep in pve is pointless*dex also gives phy. crit rate, so you can crit often with turtle rod impale (its not that great but helps)

EP recovery is s**twith ep pots/autopot/food/ EP% buff(ultimate majin)/ EP regen (dende), you'll be fine

Well mostly only kames.With this build you can go PVP and PVE.Why would you make full PVE build when you can even PVP and PVE with this.All what turtle need is 2 kames, one of them will make critic and kill mobs..I don't see point in making full PVE when you will only run around mobs and blast them with kame...

You should put SP into spiritual damage boost. Attack speed shackle can be usefull depends on what you doing, I would max it.
Attack speed shackle, well you never get chance to use it.Slow down, spirit rod, sleep them, debuff, charge for RP, cons. disc, Kame, KD them and start all over again.That is if they are still a live.Spiritual dmg boost, well with all those master buffs and passives, you don't need it.Energy reduction is better, if you face SK or Ultimates that use reflects.You sleep them, use energy reduction and some food and without senzu and auto pot you have full LP and EP.Soo you can use them when you really need them...
As for Spiritual dmg boost I still think you should consider it as usefull, I know in PVP sometimes you dont got time for buffs, but with Hypnosis envolved you might have a big chance to use both buffs. Thanks for the advice with Energy reduction
3 sp for 31 e. attack boost?you can have 1000~1300+ e.attack just with gloves lv70 +10~12. Are you sure that a 31 plus make any necessary difference?
